Is this a good plan for losing weight?

Right now I'm about 146 pounds, and tired of my weight. I'm 5'3 and I have a plan. I eats about 1300 calories per day, and I want to lose about 10 pounds or two by the end of February. I am also lifting 5 pound weights to tone my arms. (I know they will not bulk up, not enough testosterone). I also run some hardcore track after school 3:00-5:00 (Captain, I must do everything better and longer). So, does this sound like a good plan for losing weight? And how can I lose in about a month? No calories are empty in nutrition. Eating stuff like chicken, lunch meat, peanut butter, spaghetti, 100 calories, bread, dark rye, etc.

In reality, the best way to lose weight through diet is to eat 6 small meals (2000 calories each) per day. Start your day with something like a mess of egg whites and wheat toast dry, this kind of thing. Cutting too far in calories and limiting the time you eat actually cause the body to hoard fat. (You never questioned why the Ethiopians are nothing but skin and bones and bellies pot?) Regular consumption of foods helps the body to release fat cells, no need to store the famine.
